Yes. SMS is a chat channel like WhatsApp or Telegram, so any message step can text, with email as the fallback. Two caveats: you bring your own Twilio or RingCentral account, and it bills you per message on top of your AXL bill. Outbound calls we do not claim.
No. Orders, payments, fees and net income per order are tracked, but AXL is not a tax engine and not a merchant of record. Keep your accountant.
